latest elftools breaks cvs systemtap/src

That has nothing to do with elfutils.  The compiler passes
--eh-frame-hdr by default to the linker.  If your binutils are too old
to have this option (and I mean *old*) then update that package.  It's
entirely a problem you or the distribution you use are causing.
