getting systemtap installed from development repository

From the rawhide (FC5-track) base, creating some systemtap rpm is
already easy.  "rpmbuild -ta systemtap.tar.gz" does a serviceable job.
The issue is whether such RPMs should be pumped frequently into the
fedora build/distribution system.
