Unable to build SN451 using Cygwin

Uh, ok. So what do I build it with? A little README with some install
prerequisites would help.

We do not currently build SN451 with cygwin, nor do we support it. When
we get the upgrade to Tcl/Tk 8.3 done, we will make the switch.
