disabling monkey tests

Hi -

A class of sid self-tests, the so-called monkey tests, have
somehow become very sensitive to the specific dejagnu/tcl
host environment they run under.  On some hosts, these tests
now hang unpredictably.  Until someone discovers a way to
correct this, I plan to commit a one-liner patch that
disables these tests, sniff.
