Proposing Sourceware as SFC member project

This proposal looks good to me.  It seems like a good idea that
sourceware.org have a way to receive donations.  The ongoing continuous
integration and patch management improvements will likely make
sourceware.org services desirable to more Free and Open Source software
projects.
