Account creation for bug report - binutils-gdb

I am currently experiencing an issue building the arm-none-eabi-gcc ARM compiler toolchain release 11.2 due to a similar issue to https://sourceware.org/bugzilla/show_bug.cgi?id=28302 on the binutils-2_37 branch.
There is still no fix when it comes to the SIGSTKSZ issue.
I would like to open an issue to create a backport of https://sourceware.org/git/?p=binutils-gdb.git;a=commit;h=39d53d04357606a15efd400147fa7369d71baf2c onto the binutils-2_37 branch.
