(Request) Failure to create new account to fill a bug on the bug tracker

I am facing an issue to create a new account at sourceware bugzilla, I am receiving the following message:

"Because of spam user account creation has been restricted.

Contact your administrator or the maintainer (overseers@sourceware.org) for information about creating an account. Please mention the project you would like to create a bug for. "

The reason of this creation is about the need to send a locale definition that I created to a contribution to be considered on glibc,
