src/sim maintainers

This seems to be in a bad state of limbo.

According to src/MAINTAINERS, src/sim/ seems to be under the control of the
GDB maintainers, but responsiveness to patches has been poor.  In general,
patches are rarely reviewed and comments never come.

Who will look after sim patches?  It's probably not much work, it just needs
responsiveness.  If it's officially packaged with GDB, then it probably *is*
in GDB's sphere.
