[PING] [PATCH] newlib/libc/stdbit: Fix static assertions for 16-bit int

Pushed.  I have modified the initial patch to add checks for __NEWLIB_H__
which will only occur when building newlib.  This should alleviate Joel's
concern.
If there are any issues, feel free to provide another patch.
