[PATCH] config: remove obsolete cloog.m4 autotools macros

GCC used to use the CLooG library to optionally enable some special optimizations.
However, it hasn't been used since commit 4a9bb2aac4da (2014-11-11) and GCC removed this cloog.m4 file then.
Newlib and Cygwin have never used CLooG, so this cruft can be obliterated to spare others from confuzzlement.
