newlib-4.6.0 yearly snapshot release

I was hoping that the vectorized patch from Pincheng would be reviewed by
Kito.  I have no issue with leaving it
out, but Kito, if you can review this shortly or mention if you are busy,
that would be helpful.  If I don't hear something
by next week, I'll make the release regardless.
