Premature removal of aarch64 ilp32

I'm OK as long as ilp32 does build with gcc 15.

When it should be removed from newlib is another question. Historically,
newlib has held code a long time assuming it could be used with older
gcc versions.

I should be able to test this pretty quickly after it shows up in the repo.
