[PATCH v2] sys/features.h: Define _ISOC2Y_SOURCE and __ISO_C_VISIBLE

Add feature test for C2Y code. Add matching definitions
_ISOC2Y_SOURCE for requesting sources and __ISO_C_VISIBLE
to be used in headers.

Hi All, hi Corinna,
by now glibc supports _ISOC2Y_SOURCE. I now use __STDC_VERSION__ > 202311L,
as the previous >= 202400L is not standardized.

I am unsure what you, Corinna, ment by _GNU_SOURCE should result 
in _ISOC2Y_SOURCE being defined as well. This is done further up and
also works when tested.
