_newlib_version.h not filled with data

Hi Mara,

I have pushed a fix for this.  Not sure why the _newlib_version.hin file
was changed as such, but I put it back to how it
was done in earlier versions and added the needed AC_DEFINE statements back
into configure.ac.  I tested and it is working again.
