Use an accessor to access ifgr_group and ifgr_groups.

Use an macro CASE_IOC_IFGROUPREQ(cmd) in place of case statements such
as "case SIOCAIFGROUP:". This avoids poluting the switch statements
with large numbers of #ifdefs.
