[PATCH] newlib: Availability of _kill() in sys/signal.h

Make prototype of _kill() always visible when _COMPILING_NEWLIB is
defined. This makes <sys/signal.h> consistent with the use of
_COMPILING_NEWLIB in <sys/unistd.h>, <sys/times.h>, etc.
