Newlib/libgloss port for RISC-V v2 patchset

Hi all:

Here is updated patchset for RISC-V port, the major update is about
the copyright declaration,

And of cause, we've also tested again with newlib and gcc testsuite
for riscv32-unknown-elf and riscv64-unknown-elf :)
