HEADSUP: Dropping K&R support requirement

Hi folks,


right now we still have lots of code which takes K&R compilers into
account.  However, it's a really long time now since c89, and in parts
newlib already didn't consequently follow the K&R support model (e.g.,
stdlib.h).

So we drop this requirement from now on.  This is mainly for new code,
but patches which remove K&R consideration to clean up code are also
welcome.
