Cygwin off_t, dev_t, uid_t and gid_t definitions

How are cygwin/types.h and <sys/types.h> related? If we remove the off_t 
definition from cygwin/types.h, then I guess this type is no longer 
available since I don't see a <sys/types.h> include in cygwin/types.h.
