What to do with newlib git mirror?

Sounds good to me.  The newlib.git repo should also be made read-only,
or, is it already?

Alternatively we convert the /git/newlib.git symlink to point to the
newlib-cygwin.git repo (and set up a cygwin.git symlink the same way),
but afaics, binutils-gdb didn't do that either with their old mirror
repos so I'm not sure we want to set a precedent here.
