Newlib 2.1.0 not building

The problem occurred because the initial poster was using a relative 
specification for
configure which caused $srcdir to be relative for libgloss arm and this 
was used to calculate
make_target_frag which was passed on to the cpu_init directory and so 
the relative location
was wrong there.  I just made a fix to find the absolute location.
