Divergence from BSD sources, e.g. __GNUC_PREREQ()

I just found that this __GNUC_PREREQ() seems to be derived form GLIBC 
<sys/features.h>.  Since Newlib uses more BSD code than GLIBC code I think it 
is better to follow the BSD approach.
