When you checked out newlib from CVS, the ChangeLog file is
src/newlib/ChangeLog.  But you don't have to modify it.  ChangeLog
entries are better given as normal text entry, not as diff.

Uh, well, the idea is that a patch can be applied in a single operation
using patch(1).  The patch submitter can easily generate a working patch
file, while it's more work for the person applying the patch to match it
to reality if it does not apply cleanly...
