[patch] Add v850 + arm-eabi to RTEMS's _types.h

Hi,

I would like to apply the patch below to newlib.

It adds support to setup ssize_t for v850-rtems* and arm-rtemseabi* 
targets. This patch is RTEMS specific and should not affect any other 
targets.

OK to commit?
