parallel install of newlib

I was building (and installing) newlib and I noticed that
if I run the 'make install' with a parallel make the install
fails.  Has anyone else seen this?  I was doing '-j 9'.
        
make[3]: Entering directory `/tmp/obj-elf-tot/newlib/mips-sde-elf/libgloss/mips'
Making install in argz
/usr/bin/install: cannot create regular file `/tmp/install-elf-tot/sysroot/mips-sde-elf/lib': No such file or directory
