Face it. No modern OS uses it, many of them probably never supported it.
=> Hardly any portable SW will rely on it.

"keeping a function just because Cygwin exports it", to me reads as 
"Cygwin is a blocker to progress" in newlib - This attitude of yours 
needs to change.
