No, it doesn't.  Have a look into
http://pubs.opengroup.org/onlinepubs/9699919799/basedefs/time.h.html:

  "[XSI] The value of CLOCKS_PER_SEC shall be 1 million on XSI-conformant
   systems."

Note that this is only required under the XSI conformance option.
