Altivec setjmp

Hi,

I ran across an old issue that I don't
recall what happened to.  Basically on
RTEMS, just because you are on an
Altivec CPU, doesn't mean it is enabled
for a particular thread.  According to
this message, Jeff was planning on merging
this but the patch didn't apply cleanly

The patch is still needed.  Can I update
it and resubmit?  Or was there another
issue I don't remember?

Two versions of the patch are on this RTEMS PR.

Any comments?  I would be happy to ensure that
the preferred one applies to the CVS head if it
will be merged.
