Well, though this currently applies (it did not in the past, we've had 
different obj-formats), RTEMS is supposed to independent of ELF and not 
to be tied to ELF. In other words, though it's currently unlikely to 
happen, non-elf-targets could be introduced into RTEMS at any time.

bootloader == an application. Would you mind to explain why an 
application would require an OS's libc to provide functions to access 
object file internals and why this can't be achieved by using an 
external library?
