Corinna is now a full co-maintainer of newlib

I'm pleased to announce that Corinna is now a full co-maintainer of 
newlib.  She has been maintaining newlib for many years now and has 
added some very key pieces of functionality to newlib (e.g. locale 
support, POSIX enhancements, wide-character, etc..).

I would like to thank Corinna for all her fine work and look forward to 
her contributions in the future.
