Building for simulated Arm platform

Hey guys..

Trying instructions found at billgatliff.com sit on building cross
compiler for an Arm 7t board or simulator with gdb.  One of the steps
involves compiling newlib, during which I have an error, which brings
me here.

I have a target of arm-elf with newlib 1.16.0.  Using cygwin as build and host.

I do a "make all" which errors when I get to building linux-syscalls
as part which fails because I am on cygwin and not linux.

What usable make target would be good besides all that won't cause
trying for linux target?
