Thanks, I aligned the wording to POSIX related to this problem.

Unfortunately there's a bug in the $LANG handling I didn't notice
before.  Before I fix this single tiny bug, what about my suggestion in
http://sourceware.org/ml/newlib/2009/msg00176.html?
