License for \newlib\libc\time\

Hello Heiko,

IANAL, but the first license refers to a URL where to find the 
referenced BSD license so either that should be considered enough or you 
should follow that link and add the license found there.  I followed it 
and found a template so I guess you would fill in the template with Red 
Hat Inc as owner of the Copyright.  The code in question is not 
created/owned by the Regents of California so adding the 2nd license is 
not correct.
