m32r libgloss m32r-stub.c

Hi,

The file m32r-stub.c is referenced "up and over" from
gdb.  So if you build from a tarball and not from
a one tree check out, then m32r-elf is unbuildable.

Should the file m32r-stub.c be moved/copied from
gdb to libgloss/m32r and the Makefile.in updated?
