remaining posix for RTEMS

Hi Jeff,

Attached is the remaining remnants of
my local changes to use the newlib posix
directory for RTEMS.

_POSIX2_RE_DUP_MAX is referenced by ./libc/posix/utils.h
and used in regcomp.c.  So it has to be defined in limits.h
just like in the Linux version.

The other change is just to remove an unneeded include file.

    * include/limits.h, sys/rtems/include/limits.h:
    Add _POSIX2_RE_DUP_MAX.
    * sys/rtems/sys/param.h: sys/rtprio.h not needed.
