Then Joel might want to recheck his docs.

Current glibc doesn't have NO_ARG, REQUIRED_ARG, OPTIONAL_ARG nor
GETOPT_DATA_INITIALIZER.

FWIW: I removed these defines from the RTEMS newlib's sources.
