Locale

Hello,

I am an old time cygwin user, and after investigating why cygwin's support of utf-8 in many
applications failed, I found out that it only supported C locales and a few C variants because
newlib only supports these.

I was wondering if there was any hope to at least see utf-8 locale support added(which would make
a lot of sense) to newlib.
