Newlib 1.15.0

Just a heads-up, but my plans are to cut 1.15.0 next week.  I'll be 
happy to do it on Monday Dec 18th if nobody gives me a good reason to 
wait.  Some examples of good reasons are: you are running some tests for 
your platform that just won't quite be finished by Monday or you have an 
important "tested" patch that you just failed to submit.  I am 
officially on vacation from the 19th until after New Year's day.
