Abusing sys-include

To provide the glibc headers that newlib requires to build
i386-linux-newlib, I placed the GNU headers in
/usr/local/i386-linux-newlib/sys-include. This worked wondefully and
allowed me to seperate the newlib headers (in include) from the glibc
headers (in sys-include).

What is the intended purpose of the sys-include directory? Is this a
reasonable use or an abuse of sys-include?
