getopt_long please

Could newlib/libc/sys/linux/getopt1.c (getopt_long) be moved to
newlib/libc/stdlib/getopt1.c?

Likewise, could newlib/libc/sys/linux/getopt.c and
newlib/libc/stdlib/getopt.c be merged and
newlib/libc/sys/linux/getopt.c removed?

If it helps, I can provide a patch, but being more a tree houskeeping
matter than a code matter, I don't think a patch would be of much use.
