Declare futimes and lutimes for Cygwin

FYI, I've applied the below patch to newlib.  It adds declarations
of the BSD functions futimes and lutimes just for Cygwin.


	* libc/include/sys/time.h: Declare futimes and lutimes for Cygwin.
