RTEMS patch sweep: tar.h

Hi,

I am starting to try to gradually getting all rtems newlib patches into
newlib's sources :-)

Here's the first one:

Adding tar.h, for greater compliance with SUSv3. This file is pretty
trivial and has been directly derived from SUSv3. As it is probably
rarely used anywhere, I hope it can be added without problems.

Further, less harmless patches to come :-)
