default building of libgloss although --without-newlib specified?

Sorry, not sure if this is the correct forum to request this but,
might it be possible to automatically add libgloss to $noconfigdirs
if --without-newlib has been specified during configuration, and/or
be able to specify --without-libgloss, as libgloss seems to depend on
newlib being built, but may not be?

(Also although likely not the correct forum, correspondingly being able
 to specify --disable-sim/rda/sim for a unified tree configuration
 build would also be very helpful, vs having to logically remove those
 directories from the tree to prevent their respective configuration.)
