RFA: Set PREFER_SIZE_OVER_SPEED for xStormy16

Hi Jeff,

  Please can I apply the patch below ?  It sets the
  PREFER_SIZE_OVER_SPEED for the xStormy16 part which is a small
  16-bit processor.
