NetBSD clause ?= UCB clause

the file in question has a copyright held by "The NetBSD Foundation,
Inc."  Chris Demitriou is on the NetBSD Foundation board and has been
sympathetic with regards to removing the clause in the past; perhaps he
could bring it up at the next board meeting?

just a crazy thought...  :)
