perl giving setlocale failures with recent cygwin's, Egor please comment?

It returns "C" for all categories except LC_CTYPE and LC_MESSAGES.
For setlocale (LC_CTYPE, ""), it gets to newlib/libc/locale/locale.c:155
and returns NULL.
