Patch for RTEMS dummy crt0.c

The latest version of gcc (soon to be released as gcc-3.1) uses some
additional routines that make autoconf scripts break when attempting to
determine whether or not the cross-compiler can build executables for
RTEMS targets. The attached patch provides the dummy routines to allow
the linker to build a complete executable. Joel Sherrill
<joel@oarcorp.com> asked me to send this patch to the newlib maintainers.
