Problems building newlib for arm-elf under cygwin

Problem solved. I forgot to specify "-exec-prefix=".

I am having trouble building newlib for arm-elf under cygwin. The build
process terminates with an error message that it can't find install-sh or
install.sh. Here is an excerpt from the output during make:

make[1]: Entering directory `/src/newlib/newlib-1.9.0/etc'
make[1]: Nothing to be done for `all'.
make[1]: Leaving directory `/src/newlib/newlib-1.9.0/etc'
Configuring in arm-elf/newlib
ChangeLog               ..linked
MAINTAINERS             ..linked
Makefile.am             ..linked

I have omitted tons of "..linked" messages like the ones above.
