Help form the basics

I have downloaded the NEWLIB source and I need to build it.
I have a Windows 2000 PC and Cygwin gcc version 2.95.3-5.
I would appreciate a detailed road map of what to do.
I new to this - I've had Cygwin for less that two weeks.
