newlib ignored by top-level configure

Maybe I'm stepping into the middle of a thread,
but in a standard Cygnus tree (dunno about a standalone newlib tree)
target libraries aren't configured when you run configure.
This is done on purpose. Configuring them is deferred until they are built.
